Community Information Centers is base of Rural development program facilitated by Human Welfare Association, Varanasi. This is regularly observed that the poor and marginalized rural communities are day by day depriving from the benefits of government development programs. The government programs have become synonymic to the powerful & politicians where mostly middleman plays important role in delivering government programme’s benefits to the people.The poor widow of village, just keep on rounding with the application, poor and marginal villagers do not get the benefit of government housing schemes as they are unable to pay the bribes. The actual beneficiary don’t know about the implications of the government scheme, availability of application form, rightly filling of forms, time limits and a lot of other formalities that’s why they have to depend on middleman.
To overcome the above problem and to equip the poor with proper information, the community information centers first time started in this project on creative experimental basis.This center is facilitated by the local social worker who initiallystarted with reading the daily news paper at a fixed place, where others from the village come and share their problems. These centers run for 2-3 hrs a day. These information center facilitators were further trained for various government schemes and process/formalities involved for getting it, through a training programme. With the time these centers started helping the people for applying the schemes, making available various application forms and information sharing related to government developmental schemes.
These information centers are providing facilities up to some 2700 people who have been benefited directly & indirectly. Total 481 persons have been benefited with the government (convergence) through these centers, more specifically 47- old age pensions, 92- widow pensions, 243- below poverty line ration cards, 2- toilets, 18- hand pumps for drinking water, 5 boring pumps for irrigation, 5- indira aawas (housing for poor), and 87 voter identity cards. A part from these several persons get benefited by the information on Kanya Vidyadhan, matritwa laabh, unemployment compensation and information regarding technical education. The information center facilitators are working on the place provided by the community, with full dedication from making available the application forms, helping in filling and submitting forms and liaisoning with the block level government officials with their own social identities.
Now, the information centers are developing in the shape of “Resource Centers”. On the demands of the local rural youths these centers are making available employment news papers with the daily news papers by which they are benefited with the employment related information. These centers are playing very vital and positive role in conflict resolutions in the villages. There are several examples where the villagers have conflict on the issues of land alienation, irrigation, land bunding, child quarrels etc and they spoil their money and social prestige but these centers are successfully resolving the conflicts at village level with the support of community.
There are several examples where the gram pradhan and secretary are closely working with these centers with trust. This programme has helped large number of poor and marginalized villagers and now people are feeling a sense of ownership for these centers which are situated in the centre place of 4-5 villages.
